2013 InKAS Korean Language Scholarships for Spring Semester

InKAS provides Korean language scholarships to overseas Korean adoptees as an opportunity to learn the Korean language at a prestigious university in South Korea. In association with a grant from the Ministry for Health, Welfare and Family Affairs and the participating universities, scholarship grantees can study at any of these language institutes: Ewha Womans, Korea, Kyunghee, Seoul National, Sogang, Sookmyung Women’s and Yonsei University.

1. Required Documents and Terms

A. Documents

- One on-line application form (login to inkas.org, new members must sign up and pay annual member fee)

- One photocopy of adoption document with your Korean name and birthdate

- One photocopy of your passport with valid passport number

- One photocopy of your high school diploma or higher

- One photo (3x4cm)

B. Terms

- For students re-applying for a second semester, only an application form needs to be resubmitted, but some documents might be requested by InKAS or the university.

- If you have any problems or issues from previous semesters at the Korean language school, your application can be rejected or your acceptance may be cancelled by personal notification.

- An applicant must be at least 18 years old.

- Only fully-completed applications along with all the required documents will be accepted.

- Selections will be made entirely on a first-come first-served basis.

- For all other universities: 24:00, January 6th (Korean time)

Trip to Gyeongju!

InKAS

to a program through the Gyeongbuk Provincial Office - a free trip to
Gyeongju from December 14th (starts late afternoon) to December 16th
(ends in afternoon).
Trip covers a two-night stay at Hyundai Hotel,
all meals, transportation by KTX from and back to Seoul Station as well
as during the tour, cultural performances, and all sightseeing tours
arranged.

Itinerary includes a night tour of Anapji, visit to

Elections in South Korea

The 18th Republic of Korea presidential election will be held in South Korea on 19 December 2012. It will be the sixth presidential election since democratization and the establishment of the Sixth Republic, and will be held under a first-past-the-post system, meaning that there will be a single round of voting and the candidate receiving the highest number of votes will be elected. Under the South Korean constitution, presidents are restricted to a single five-year term in office, and the term of incumbent president Lee Myung-bak will end in February 2013. Registration for candidacy began on 23 April 2012.

Lee Myung-bak was elected President of South Korea in 2007 as the nominee of the conservative Grand National Party after a closely contested primary in which he narrowly defeated Park Geun-hye, and assumed office in February 2008. His victory brought to a close ten years of liberal administration under Kim Dae-jung and Roh Moo-hyun. The Lee Myung-bak government pursued the reduction of government bureaucracy and a laissez-faire economic policy, and came under criticism from the left for political scandals and controversial policies such as the Jeju-do Naval Base and its support of the South Korea-United States Free Trade Agreement, although both were initiated under the previous administration. Despite the fact that he was elected in a landslide victory and received initial approval ratings of 70%, Lee's ratings had declined to below 30% by 2012.

At the end of 2011, Park Geun-hye assumed control of the Grand National Party, which was subsequently renamed the Saenuri or New Frontier Party in February 2012. She distanced herself from Lee and led the party towards the center. In legislative elections in April 2012, Park guided the party to an upset victory, returning its majority in the National Assembly.  This contributed to an increase in her poll ratings and consolidated her position as frontrunner for the Saenuri nomination.

Opposition to Saenuri is divided primarily between the Democratic United Party and independent supporters of Ahn Cheol-soo, who has emerged as a leading potential candidate despite his ostensible silence on the race. In the DUP, focus initially lay on Sohn Hak-kyu as a potential nominee, but by late 2011 Moon Jae-in, a confidant of former president Roh, had overtaken Sohn in polls. Although the DUP invited Ahn to join the party, only 2.3% of respondents to a poll on 21 April thought that Ahn was best suited to be DUP nominee. The DUP itself has been troubled by the split between pro-Roh members such as Moon Jae-in and the "Honam wing" of former president Kim Dae-jung, represented by Chung Dong-young.

Ann Cheol Soo

Ahn Cheol-soo is a South Korean business person, politician, and former professor. He founded AhnLab, Inc. an antivirus software company, in 1995. Until September 2012, Ahn was the dean of the Graduate School of Convergence Science and Technology at Seoul National University and also serves as chairman of the board of AhnLab and its Chief Learning Officer, and chairman of the board of Noritown Studio, originally an internal corporate venture of AhnLab, now operating as a separate entity. Ahn was born on February 26, 1962 in Busan, South Korea. He earned his MD, MS and PhD in physiology at Seoul National University. He individually researched computer antivirus software programs while at Seoul National University Hospital and Dankook University Hospital, and founded venture after resigning from his medical duties. Later AhnLab Inc became the largest computer security company in South Korea, and has been included in recent annual lists of the Korea's most admired companies by Korea Management Association Consultants (KMCA).

In early September 2011, speculation spread that Ahn would enter politics by competing in the October 26 Seoul mayoral by-election. Analysts say that if positioned as an independent, Ahn would attract a degree of support from those disaffected by mainstream political parties in the wake of corruption allegations and continuing policy failures. As a medical doctor, professor, self-taught computer entrepreneur, and corporate leader, Ahn is representative of everything mainstream Korea dreams of becoming.  Ahn's political motivation is very similar to Roh Moo-hyun-led populism in 2002. He alluded to becoming the nominee for the president via his book 'Thought of Ahn Cheol-Soo'.

On September 19, 2012 at 3pm KST, Ahn held a press conference and announced his intention to run for the 2012 Presidential election. This announcement came after months of speculation on whether or not Ahn was going to run for the presidency. The South Korean presidential election will be held on December 19, 2012. In the address that lasted around 20 minutes, Ahn spent a considerable amount of time on how he came to the decision to run for the president of the Republic of Korea, quoting the people that he met during the time of discernment for the presidency that expressed their strong urge for the "new politics".

Moon Jae In

Moon Jae-in is a South Korean lawyer and the former chief of staff to late President Roh Mu-hyun. On September 16, 2012, Moon was elected as the Democratic United Party's candidate for the 2012 presidential elections after winning a majority in the party primaries.

Born in Geoje, South Korea, Moon Jae-in was the first son. His father was a refugee from North Korea that fled his native city of Hamhung during the Hanghung Retreat. His father settled in Geoje as a laborer for Geoje POW Camp. He attended Gyoungnam High School, considered among the most prestigious school outside Seoul. He enrolled to Kyunghee University majoring in law. He was arrested and expelled from the university when he organized a student protest against Yushin Constitution. Later, he was forcibly conscripted to the military and recruited to the Special Forces where he participated in a military mission during the Axe murder incident. After discharge, he passed the Bar Exam and was admitted to the Judicial Research and Training Institute. He graduated second in the institute and despite his superb academic record he was not admitted to become a judge due to his student protests. He chose to become a lawyer instead.

Despite his earlier indifference to politics, he changed his reluctance and began to get involved in the politics. He published a memoir called "The Destiny of Moon Jae-in" which became a bestseller. His popularity has been rising steadily. In the February 2012 Poll, Moon gained parity with Park in popularity. Moon managed to capitalize on the conservatives' decline in popularity amid a series of corruption scandals as one pundit said "Moon had managed to portray himself as a moderate and rational leader who has the backing of the younger generation". In early 2012, Moon entered a bid for a seat at National Assembly and has been campaigning in western Busan.

Park Geun Hye

Park Geunhye is a South Korean politician. She was the chairwoman of the conservative Grand National Party (GNP) between 2004 and 2006 and between 2011 and 2012 (the GNP changed its name to "Saenuri Party" in February 2012). Park is a member of the Korean National Assembly who had served four consecutive parliamentary terms as a constituency representative between 1998 and 2012, and started her fifth term as a proportional representative from June 2012. Her father was Park Chung-hee, president of South Korea from 1963 to 1979.

Park was elected a Grand National Party (GNP) assemblywoman for Dalseong, Daegu in 1998 by election, and elected three more times in the same electoral district between 1998 and 2008, being the incumbent assemblywoman till April 2012. In 2012, Park announced that she would not run for a constituency representative seat for the 19th election in Dalseong or anywhere else, but for a proportional representative position for the Saenuri Party instead, in order to lead the party's election campaign. She was elected as a proportional representative in the April 2012 election.

Park hoped to emulate her father's success by becoming the presidential nominee of the Grand National Party. She eventually lost to Lee Myung-bak by a narrow margin. Lee had a commanding lead at the beginning of the primary season, but Park was able to narrow the gap through allegations of Lee's corruption. Park won the "party member's bid", but she lost the "national bid" which is a larger percentage of the total presidential bid.

Park has been the leading candidate for the 2012 presidential election in every national-level poll in South Korea between 2008, when Lee Myung-bak administration began, and September 2011. Park's approval rating was highest when 2008 National Assembly election showed her strong influence and lowest in early 2010 as a result of her political stance against Lee administration in Sejong City issue.

On July 10, Park formally announced her 2012 presidential bid at the Time Square, Yeongdeungpo-gu, Seoul. In this event she emphasized the right to pursue happiness, democratic economy, and customized welfare services for Korean people.

A gathering at the InKAS guesthouse to chat, and also learn how to make songpyeon, the traditional rice cake eaten during Chuseok.  Later we moved to Ashley's, a buffet restaurant, for dinner followed by a movie.


Insadong

Insadong is a dong, or neighborhood, of the Jongno-gu district of the South Korean city of Seoul. The main street is Insadong-gil, which is connected to a multitude of alleys that lead deeper into the district. At one time it was the largest market for antiques and artworks in Korea.

Insadong was originally two towns whose names ended in the syllables "In" and "Sa". They were divided by a stream which ran along Insadong's current main street. Insadong began 500 years ago as an area of residence for government officials. During the early period of the Joseon Dynasty (1392–1897), the area was property that belonged to Gwanin-bang and Gyeonpyeong-bang. Bang was the name of an administrative unit, Hanseong during that time (old name for the capital, Seoul). During the Japanese occupation, the wealthy Korean residents were forced to move and sell their belongings, at which point the site became an area of trading in antiques. After the end of the Korean War, the area became a focus of South Korea's artistic and cafe life. It was a popular destination among foreign visitors to South Korea during the 1960s, who called the area "Mary's Alley". It gained in popularity with international tourists during the 1988 Seoul Olympics. In 2000 the area was renovated, and, after protest, the rapid modernization of the area was halted for two years.

Insadong-gil is "well known as a traditional street to both locals and foreigners" and represents the "culture of the past and the present". It contains a mixture of historical and modern atmosphere and is a "unique area of Seoul that truly represents the cultural history of the nation."The majority of the traditional buildings originally belonged to merchants and bureaucrats. Some larger residences, built for retired government officials during the Joseon period, can also be seen. Most of these older buildings are now used as restaurants or shops. Among the historically significant buildings located in the area are Unhyeongung mansion, Jogyesa - one of the most significant Korean Buddhist temples, and one of Korea's oldest Presbyterian churches.

The area is well known for sightseeing, with approximately 100,000 visitors on Sundays reported in 2000. Insadong is also a visiting spot for foreign dignitaries such as Queen Elizabeth II and the princess of Spain and the Netherlands. It contains 40 percent of the nation's antique shops and art galleries as well as 90 percent of the traditional stationery shops. Particularly noteworthy is Tongmungwan, the oldest bookstore in Seoul, and Kyung-in Art Gallery, the oldest tea house. There are daily calligraphy demonstrations and pansori performances

InKAS Winter Cultural Classes

InKAS will be offering 3 different cultural classes for Korean adoptees during the months of November and December! The class location will be in Yonhui-dong (near Hongdae Station) close to the InKAS guesthouse. All classes are free of charge, but small renting/textbook fees will be required.

Conversational Korean Language Class: Anyone can join this class, it will focus primarily on conversational speaking. Class will be taught by an accredited Korean instructor. Textbook will be used.

November 16th and 17th: Bukchon hanok experience camp - a 1 night, 2 day stay at the hanok village in Jongro district.

December 1st and 2nd: InKAS winter trip 1 night, 2 day stay at the Yongpyung Resort.  Will include informational seminars on various topics and skiing!

Q: How do I apply for an InKAS Korean language scholarship?

A: Please check our notice board located at the bottom of our website: inkas.org.  We will post a notice at the beginning of each application period, along with detailed instructions on how to apply.  If you intend to apply for a scholarship you should check our notice board regularly as we accept applications based on a first-come, first-serve basis.  Some things to remember – you must be a paid InKAS member - please visit our website to sign up and pay if you are a new member.  During the application process you will be required to submit copies of the following a) copy of passport that will not expire before or during the scholarship period b) copy of any adoption document proving you were adopted c) copy of high school diploma or higher

Q: How can I apply for the NIIED scholarship?

A: InKAS is no longer affiliated with the NIIED/KGSP application process.  Please visit their website or contact them directly with any questions.  We can provide you with NIIED’s information from the previous year; please email us if you would like a copy of the information. 

Q: Can you help me find a job or internship in Korea?

A: Occasionally InKAS receives information regarding job positions; you may contact us to inquire.  If you are interested in finding an English teaching position, there are many websites such as WorknPlay, HiExpat, and Dave’s ESL café that have daily postings for job positions.  If you wish to work for a Korean company, often a high level of Korean language fluency is necessary, so it may be important to attend a Korean language institute first. 

Q: Can you help me find my biological family in Korea?

A: InKAS unfortunately no longer provides birth family searches due to government changes.  We suggest that you first contact your social worker or post-adoption department at your Korean adoption agency.  Another alternative is the organization Korean Adoption Services, a post-adoption organization in Korea that provides birth family searches.  You can find more information about them here http://www.kadoption.or.kr.  For those with little or no information regarding their biological family, another option is going on TV.  The Korean channel KBS has a program that specializes in searching for family members; please email us for contact information.  If you have already found your birth family, InKAS can provide an interpreter to ease the language barrier difficulties– please fill out an application under “My Pages” - "Ask A Volunteer”.

Q: What is the F-4 visa?

A: Korean overseas adoptees are eligible to apply for the F-4 visa upon arrival in Korea.  This visa is beneficial in that it provides legal status for three years in Korea, renewable without having to leave the country.  The F-4 is unique because it is not a working, student, or family visa, and does not require a sponsor.  As an F-4 visa holder, you can buy property, start a business, conduct private tutoring and open a banking and phone account.  In order to obtain the visa we recommend that you do not attempt to apply in your adoptive country; you should wait until you arrive in Korea and go to the Seoul Immigration Office located in Omokyo-dong.  Please email us for a list of necessary documents and instructions on how to apply for the F-4 visa. InKAS can also provide an interpreter to go with you to the Immigration Office– please fill out an application under “My Pages” - "Ask A Volunteer”.

A: Here are the required documents for applying the visa:

Q: How can I stay at the InKAS guesthouse?

A: Our InKAS guesthouse is mainly for Korean adoptees studying in the Korean language program or those who have relocated to Korea and are searching for employment.  Most of our residents stay from 3 months to 1 year long.  We offer rooms for 2 to 4 people with shared bathrooms and have a kitchen, living room, garden, and study areas.  To apply for our guesthouse please sign into your InKAS account and fill out an application under “My Pages”.  If you have any questions about living at the guesthouse please email us for more information.

Q: Can I apply for dual citizenship?

A: As an overseas Korean adoptee, you may be eligible to apply for dual citizenship depending on if your adoptive country allows dual citizenship.  Dual citizenship allows you to maintain your adoptive country's citizenship while regaining your Korean citizenship back.  This has several advantages and disadvantages, so you should do a thorough research before making the decision to apply.  

Some advantages may include:

-Unrestricted period of residency in Korea

-Accessibility to social programs including education, healthcare, and pension

-Ability to apply for a bank loan, credit cards, and other financial services 

-Employment opportunities

-Sense of belonging to both your adoptive country and country of birth/heritage

Some disadvantages may include:

-Subjective to certain laws that would not apply to a foreigner but would affect you as a citizen of Korea

-Possible employment difficulties, especially positions hired based upon visa status (Ex: English teaching)

-Ineligibility for certain scholarships, such as the NIIED/KGSP or other scholarships directed towards foreigners

-Tax regulations between countries differ, so consulting with a financial adviser is suggested to avoid being double-taxed

Q: I need to rent a cellphone since I'm only staying in Korea short-term

A: If you don't wish to buy a cellphone through the standard 2-year contract required by most mobile carriers, you can rent a cellphone through InKAS.  InKAS provides pre-paid mobile phones with chargers for a low renting fee and returnable deposit fee.  Minutes can be added to the phone easily, instructions will be given upon rental of phone.

B. Terms

 - For students applying for a second semester, only an application form needs to be resubmitted, but some documents might be requested by InKAS or the university.

 - If you have any problems or issues from previous semesters in Korean language school, your application can be rejected or your acceptance can be cancelled by personal notification.

 - An applicant must be over 18 years old

 - Only fully-completed applications along with all the required documents will be accepted.

 - Selections will be made entirely on a first-come first-served basis.

 - For Seoul National University/ Sogang University : Noon, September 14th (Korean time)

 - For all other universities: Noon, October 12th(Korean time)

2012 FALL TESOL Orientation

All Korean Adoptees currently living in Korea are invited to attend our InKAS TESOL orientation. 

The TESOL course is offered through the University of California Riverside program for a 120 hours Certificate. 

the class location will be between Gangnam station Exit 10. Class days and hours are to be determined at the orientation according to attendees' schedules. Costs will also be discussed, but the course will be heavily discounte through InKAS.

InKAS 2012 Events

Reflecting back on some of our 2012 InKAS events...

Celebrating the New Year by dressing in Korean traditional clothes and learning Korean customs!

Our InKAS Garden Party in May to celebrate Family month with our "InKAS Family" including the  Korean adoptee community, friends, family members both biological and adoptive, volunteers, and InKAS staff.  We also celebrated the publishing of Dutch adoptee, Yoo Ri Lee's book "For a Mother Far Away"

2012 GK Summer Camp!

Our summer camp "We Came Back" lasted from May 25th to June 2nd.  Forty overseas Korean adoptees and our InKAS summer camp staff traveled through Seoul, Busan, Yeosu Expo, Ulsan, and Jeonju by bus.  

We experienced both traditional and modern Korea, from sleeping in a traditional Korean style room called "hanok" and trying on hanbok (Korean traditional clothing), to relaxing on the beaches of Busan and great shopping!

This year was special because it was our first time having a summer camp staff mainly composed of Korean adoptees!

"2012 InKAS Korean Language Scholarships for Fall Semester"

Please notice that application for Seoul National University and Sogang University will be closed on June 26th and for the other schools you can apply by July 10th.

*This semester, full scholarships are provided by InKAS, except Yonsei University (only 80% covered).

This is a great opportunity to learn Korean language at a prestigious University in South Korea. InKAS provides Korean language scholarships to overseas Korean adoptees. In association with a grant from the Ministry for Health, Welfare, and Family Affairs, scholarship grantees can study at any of these language Institutes: Ewha Womans, Korea, Kyunghee, Seoul National, Sogang, Sookmyung and Yonsei University. Any overseas Korean adoptee over the age of *18 can invest in a semester or more of studying Korean is qualified for the scholarships.

** Do not pay your registration fee till you are sure of being recipient of this semester scholarship. Because It’s not refundable.

2)  Tuition fee is 100 % covered by InKAS Korean Language Scholarship. (excluding the  registration fee to a school)  In case this is your second term on the same university, you don’t need to pay the registration fee. 

* Yonsei University students need to pay 20% of the tuition fee (only 80% of tuition fee covered for Yonsei)

All notices related to any fees will be given individually after your being acceptance as a scholarship beneficiary. And you will get the results after the application period has ended by email.

InKAS Garden Party

InKAS is having a Garden Party to recognize Family Month, the month of May, and also to celebrate the book publishing of Eva Yoo Ri Brussaard, an adoptee from the Netherlands who wrote a book of poems about birth mothers.

We would like to invite all Korean overseas adoptees, birth families of adoptees, InKAS supporters and volunteers, and any friends to our Garden Party on Saturday, May 19th at 4pm.

The Garden Party will be held at the InKAS guesthouse "Woorijip": Seoul, Soedaemungu, Yeonhuidong 95-20. There will be a 10,000won fee that includes the food buffet, a copy of Eva's book.

2012 GK Summer Camp

2012 GK SUMMER CAMP    

for Korean Overseas Adoptees                      

Thank you for considering the InKAS’ Summer Camp.

Every summer InKAS invites 40 Korean overseas adoptees to the motherland for an experience of learning and embracing the culture and heritage, which was perhaps left behind. This will be a time of fostering a strong sense of pride in the Korean heritage and friendship building between native Koreans and adoptees

May 25th – June 3rd, 2012

Qualifications: Must be a Korean Overseas Adoptee over 18 years old.

Fees:

* Airfare will be covered by Korean Air! 

* InKAS will cover all lodging, transportation, tours, and meal expenses.         

* A nonrefundable registration fee of 100 euro (or 150 USD), as well as airlines taxes/fees must be covered by participant.

No adoption agency including InKAS is no longer an submission organization for applying NIIED(GKS) scholarship .
